WhatsApp AI Chatbot Rules for 2027: What Businesses Can and Can't Automate
Meta's 2026 rule change on WhatsApp AI chatbots, what business use cases remain allowed and a design checklist for a compliant bot in 2027.
WhatsApp is where many customers in India and other markets prefer to talk to businesses. It is also a platform whose owner can change the rules. In 2025 Meta changed the terms for its Business API so that general-purpose AI assistants can't run on it. If you plan to automate WhatsApp in 2027, the design needs to fit what remains allowed.
What changed
Meta updated its WhatsApp Business Solution terms in October 2025, with the rule applying to all users from 15 January 2026. Under the terms, AI providers whose main service is a general-purpose assistant can't use the Business API to distribute it, which ended services such as ChatGPT and Copilot on WhatsApp, as reported by Business Standard. Coverage also says that bots used by businesses for support, sales, notifications and updates are still allowed, since that is what the API was built for. I couldn't confirm Meta's current enforcement details as of today, so read the latest terms or ask your provider.
What is still fine
| Use case | Status | Notes |
|---|
| Answering order, booking or delivery questions | Fits the business purpose | Use approved content and live data |
| Lead capture and qualification | Fits | Get consent and make the next step clear |
| Appointment reminders and confirmations | Fits | Use approved message templates outside the service window |
| Support triage with human handover | Fits | Hand over by clear rules |
| An open-ended assistant that answers anything | Risky | This is what the rule targets |
| Bulk promotional messages without opt-in | Not acceptable | Breaches consent rules and risks your number |
How to design a compliant WhatsApp bot
- Give it a narrow job, such as order status or booking, and say what it can't help with.
- Get opt-in before you send anything outside a customer-started conversation.
- Use approved message templates when you contact someone outside the platform's customer service window.
- Answer from content you approve and data you control, not the open internet.
- Offer a clear way to reach a person, and hand over with the conversation attached.
- Tell people they're chatting with an automated assistant.
- Log conversations securely, and apply your data-protection rules to them.
- Watch your quality rating and complaints, because poor ratings can limit your messaging.
Why narrow beats clever. A bot that does one thing well, such as telling customers where their order is, is both more useful and easier to keep within the platform's rules than a bot that tries to answer everything.
Privacy and consent
Chats hold names, phone numbers and often addresses. In India, include WhatsApp conversations in your data map, record consent for marketing messages, decide how long you keep transcripts and know who can read them. Our DPDP checklist explains the basics. If you use a provider to run the bot, check where it stores chats and what its contract says about your data.
Choosing a provider
- Is it an official Business Solution Provider, and does it follow Meta's current terms?
- Can you export your conversations and your contacts if you leave?
- How are human handovers handled, and who sees the inbox?
- What happens when Meta changes a rule? Ask how recent changes were handled.
- Who owns the number, the templates and the data?
Mistakes to avoid
- Building a general-purpose assistant on the business API.
- Messaging people who never opted in.
- Using a personal number or an unofficial tool that risks a ban.
- Giving the bot permission to change orders or issue refunds without approval.
- Forgetting that the platform's rules can change, with no plan B.

Be where your customers already are, the right way
Customers message businesses that reply. Webbit designs WhatsApp assistants that stay within the platform's rules, answer from your approved content and hand over to your team with the whole conversation, so customers get a quick reply and you don't risk your number.
- Tell us what customers ask on WhatsApp today.
- We map what the bot should handle and where a person steps in.
- We build it with consent, logging and handover, and test it before it talks to customers.

Frequently asked questions
Can I still use an AI chatbot on WhatsApp for my business?
Yes, for business purposes such as support, sales, updates and notifications. The 2026 rule targets general-purpose AI assistants distributed through the Business API. Check Meta's current terms before you build.
Will my WhatsApp number be banned for using AI?
Using an AI assistant doesn't by itself cause a ban. Breaches of messaging rules do, such as messaging people without opt-in or using unofficial tools. Use an official provider and follow the terms.
Do I need to tell customers it's a bot?
It's good practice, and some rules, such as the EU AI Act, require disclosure. A short line at the start of the chat is enough.
Should the bot answer from the internet?
No. For business use, answer from content you approve and live data from your systems. That keeps answers accurate and the bot within the platform's rules.
